This x100. The interior of Greenland is largely below sea level but for the ice sheet. It would be a very large inland sea without the ice. The habitable areas and practically developable areas are along the SW and Eastern coasts. There isn’t going to be much connection between the two either. It’s easier to just ship or fly than build rail or roads on land that doesn’t exist above water level (or on an ice sheet)

Northern Alaska doesn’t have paved roads due to permafrost. We have owned that for a long time.

There are appx 45,000 in Alexandria LA. It has 750 miles of paved roads plus a few hundred more in gravel.
