many times Federal grant money after a disaster is tied to the building of public housing. IIRC, Obama tweaked the HUD grants such that not only must public housing be built, but it must be done in such a way that it doesn't create ghettos or concentrations of low income families. Accepting grants to rebuild means having to put public housing in "high opportunity areas".

After Hurricane Ike, all 5 public housing complexes on Galveston were destroyed. The local government at the time refused to rebuild them at all and got dragged to Washington D.C. It went through courts for 10 years, while the Islanders enjoyed increased prosperity and lower crime. They finally rebuilt on the previous locations only recently, but I believe have not yet honored their requirement to build Section 8 in the expensive sections of the island.

all of this works under the premise that if only you could put a poor black family next to a white millionaire that will drastically improve the lives of the black family. In practice the white guy takes a hit to his property value and moves away.

and the values will continue to plummet from there..

The value of the land not only derives from in some cases proximity to natural features like beaches, mountains, etc.. but also, to put it bluntly, the quality of your neighbors. Do they keep their homes up? do they shoot at each other in the street? Do they have dogs chained up barking all night? Do they steal from their neighbors or break into cars? There is a great deal of value to being as far away from that bullshite as possible.

With that crook, $101Million may build a 4-plex, especially if the buses the same business tactics as the high speed rail project.

Wouldn’t put it past Newscum to use eminent domain to get the land cheap. All he need to do is build a public park within the low income housing and a school for the children.
