Well that is wrong. I know LEO's on the street are not DA's, but if they propose a question, they should be able to explain the ramifications of the answer. She is guilty though despite what the officers did.

The deflection, dismissiveness, passive aggressive attitude and not listening to him at all, then overreacting when she's reminded WHY she's even being stopped, she literally is the 'rules for thee, not for me' poster child.

"If you don't do the tests I will have to rely on my judgement up to this point." He can't give her legal advice. What do you expect him to say?
That being said never take the tests. At that point, they are just gathering evidence to be used against you in court
