there can be no “GLOBAL RESET” aka “Agenda 2030”

Macron is so superficial, I would hesitate to make any immediate assumptions.
If you read the French media though, there has been a lot of very critical coverage recently, noting the terrible shape of the Ukrainian army, and making the case that victory is impossible. If this is a reaction to anything, it's probably that.
