UCMJ:
If a service member conspires, plans, or attempts to assassinate someone, they can be charged under the following related statutes:
Article 118: Murder (applies if the targeted assassination is carried out with a premeditated design to kill) Article 118 Murder | Military Criminal Defense Lawyers
Article 81: Conspiracy (applies if two or more service members plan an assassination)
Article 80: Attempts (applies if the accused performs an overt act toward committing the assassination but fails)
Article 134: The General Article (can be used to prosecute solicitation to commit a crime like murder, as it brings discredit upon the armed forces) Article 134 of the UCMJ - Murder
Recall him to active duty, charge him and send him to Gitmo

from what i can find about him, he was a 1stLt JAG officer. i dont think he even completed TBS prior to this. my guess is he was post OCS, had his law degree, and was OJTing somewhere waiting for his TBS class when he was medically discharged - most likely for mental health issues, if i had to guess.
