FARA filings (including an October 2025 short-form registration) document this arrangement. Multiple outlets, including the Washington Post, Balkan Insight, and OCCRP, have reported on it based on the public records.

Republika Srpska’s leadership (long associated with Milorad Dodik) has maintained close ties to Russia and has pursued policies favoring greater autonomy or separation from the rest of Bosnia and Herzegovina.
Historical foreign payments
Flynn previously received significant foreign-linked payments that drew scrutiny:
Turkey (2016): His firm, Flynn Intel Group, was paid roughly $530,000 by Inovo BV (a Dutch company owned by Turkish businessman Kamil Ekim Alptekin) for lobbying and research work that principally benefited the Turkish government. This included efforts related to the extradition of Fethullah Gülen.
Flynn later filed a retroactive FARA registration for this work.
Russia-related (2015): He received about $45,000 from RT (the Russian state-funded media outlet) for a speech in Moscow, plus smaller payments (around $11,250 each) from other Russia-linked entities such as Volga-Dnepr Airlines and a Kaspersky subsidiary.
These earlier payments were central to investigations and his eventual guilty plea (later pardoned) related to lying to the FBI and FARA issues.
The current arrangement with Republika Srpska is the active foreign payment reflected in recent FARA records and reporting

Flynn is only known by the small percent of republicans/patriots that keep very close tabs on things in the political world.
