I don't know of all these political site that get linked, just wanted to confirm with the board.

You can tell that they were military ballots, and common sense dictates that Trump would receive the preponderance of military ballots. Therefore a partisan with access to the ballots would know that disposing of them would be beneficial to Democrats.
I'd prefer a more legitimate looking news source - preferably a local news affiliate (ABC / NBC / CBS / Fox) based in PA.

Exactly. Whoever (allegedly) opened those ballots would breaking the law. Law enforcement would have simply delivered them to the registrar.
