Can anyone give me a logical reason/explanation, as to why our head Buffoon is sending multiple oil tankers to CHINA that contain our US emergency oil reserves ?

It's only confusing if you assume his and his handlers' actions are in the best interests of the United States.
Look at it through the lens of a puppet government installed by a foreign power whose marching orders are to weaken the US and simultaneously strengthen those holding the reins and tell us if it jives.

My BEST guess, with a healthy benefit of the doubt -
Refining is at capacity domestically.
Thats the best excuse i can come up with, and its pretty shite. From there we jump straight to corruption as next “nicest” reasoning.
Why on earth would you send oil to countries getting dirt cheap oil from the country you have sanctions against.

If China burns oil then it doesn't affect the global climate. Only if oil is burned in the U.S. with our strict EPA pollution regulations does it hurt the global climate.

Well for one, as much of a buffoon as our current President is, especially when it comes to energy policy, it’s not him or his administration sending the oil tankers. The oil was bought by the following companies:
Atlantic Trading & Marketing
Chevron
Equinor
Exxon
Marathon
Motiva
Phillips 66
Shell
Valero
Those buyers either re-sold or sent the oil to their facilities as they sought fit.
Now, should oil from the SPR have ever been offered up for sale? I don’t think so. I believe it was very short sighted and the Biden Administration stupidly grasping for air, but that’s a different discussion.

Is china paying? If so how much? I feel as if we're probably giving it to them for free, because I can't fathom why China would pay for our gas when they're getting very cheap gas from Russia. With western countries refusing Russian oil, Russia should have a helluva stockpile of it right now. I don't see them not being able to meet China's needs in that regard.
