Just industrial tariffs? What’s that mean?

Is it all tariffs on industrial items like steel?

Or is it word smithing of a particular part of different tariffs?

I just want to understand how someone imagines the conversation going anything other than like this:

US: "We demand individual trade deal with Slovenia"

Slovenia and EU: "No, that undermines the entire purpose of our organization"

I'm curious if the Trump admin would even want to negotiate with member states as opposed to a single entity.

They ostensibly operate as a single economy when it comes to international trade and the like.

Getting a deal with all 30 of them at the same time seems preferable to having to waste time and resources dealing with them separately.

It also puts the leg work of negotiation on the member states so we don't even have to devote resources to it or suffer negative consequences from it.

Various reasons, some of which still exist.

In part it was to lower transaction costs and make trade more profitable among the member nations. This still exists (and is applicable here).

In part it was to compete with the US, but that failed and isn't really a thing anymore. They've accepted this failure (many argue the PIIGS saga waived that white flag).

Republicans: Tariffs are good because it’s the best way for American companies to compete, too much free trade is hurting our country.

Also Republicans: If we have 0 tariffs and 100% free trade, that’s great for the country!
