Lacking details on what she's proposing, but being fairly familiar with how the EU has been operating since its formation (especially over the past ~10 years), I'm going to lean heavily towards there being frickery afoot. Europe taxes and regulates the shite out of their companies. If she were legitimately concerned about improving the economy, those would be the two main topics to address in her speech, not how much money people have saved up.

It is clear what she is proposing - she wants a EU wide "ERISA-qualified" investment system. She wants to give Europeans the choices that Americans have. Most European countries do not have the sort of investment vehicles that we have in the USA. That goes a long way in explaining why so much European assets sits in low-yield savings accounts. She also wants to liberalize how banks operate - again, copying the American model which promotes more domestic investment.

This is not some Maoist/Stalinist idea, it is a desire for Europe to look more like America. She is jealous in one sense, She sees how much more capital investment occurs in the USA. In fact, she hints at that when she talks about how too much investment money flows out of Europe (most definitely the bulk of that is to the USA).

The rest of your post MIGHT be accurate, but this is definitely incorrect. If her proposals were "clear", this would be a very different thread. No one on either "side" has provided specifics of what she's proposing, so definitely not clear.

The money that she's talking about in the video (sitting idly in EU banks) is not being invested in the US. And I think that "hints at" conflicts with your original statement that her proposals are "clear".
