That is not what would happen. All three would go straight democratic with only one being even closely contested. The left knows this, thats why they are relatively quite on the subject.

You make a saltwater engine to power the desalination plants.
If you feel like that's a pipe dream, we are going to have water scarcity globally by 2025 so we need to come up with something. Some of the more wealthy Middle East countries already have desalination plants and already use them effectively.
"According to the International Desalination Association, in June 2015, 18,426 desalination plants operated worldwide, producing 86.8 million cubic meters per day, providing water for 300 million people.[5] This number increased from 78.4 million cubic meters in 2013,[4] a 10.71% increase in 2 years. The single largest desalination project is Ras Al-Khair in Saudi Arabia, which produced 1,025,000 cubic meters per day in 2014.[4] Kuwait produces a higher proportion of its water than any other country, totaling 100% of its water use.[6]"

We could also use the brine by evaporating the water in it, thus producing steam to help in the desalination process, and sell the remaining sea salt to Salt companies for cheaper than they pay now.
There are solutions. No one wants to do anything about it because no company wants to spend the money. This is where we have to use the power of community in socialisation

What an idiot. We're going to need desalination plants in the future with rising ocean waters and less fresh water tables. You can sit there and be a jackass all day long but it's still going to need fixing.

Depending where they break apart into 3 States it could be huge for one of the 2 parties. Which is why the political class will make sure it never happens.

One million cubic meters a day would be about one-fourth of one percent of California’s water usage per day. But I’m not good with decimal points.

It looks like to me that Northern California would lean democrat, and would likely have 2 democrat senators, but occasionally a moderate republican.
Southern California would be dark to light red with 2 GOP Senators.
So, odds are, it would be a balanced event.
If somehow Northern California were to be drawn in such a way that it would also be solid red, then I would propose adding Puerto Rico as a state to keep the balance.
Another state looking to split is New York where republican Long Island wishes to be independent from the rest of the state.
