My guess is they end up trying to terminate people on FMLA leave, PTO w/ no internet connectivity, or folks with non-standard schedules who will not be able to access their email on a government workstation until after the deadline.
There is no way the emails are getting audited, this is just going to be used as a heartbeat check where the content really doesn't matter.

Also, chances Elon is full of shite and none of the responses have been read. Most likely scenario they semi-randomly read responses but it is really just a heartbeat check for continued employment. Even if the assessment was delegated to direct supervisors, the mechanism for pushing that analysis upstream is still a huge task. So the most likely goal of this maneuver is to catch people who were on extended leave and firing them for not responding.
