But he is doing it way more efficiently than NASA, and has had to bail them out of their SLS mess with the stranded astronauts. Incidentally, SpaceX is a great argument for privatization.

One thing that worked for NY's intractable bureaucracy was a hiring freeze by the last Republican Gov. It didn't stir up as shitstorm and attrition made big cuts. BS agencies had their personnel moved to actual productive ones as needs arose.
It's one small step.

They would be charged because they would be violating the law? Trump would then fire and replace them with military controllers until those possitions could be backfilled? This scenario happened in the 80's btw. Reagan didn't criminally charge them though, he just fired them.
