I think Trump cares more about loyalty than some policies.
Now he absolutely has some policies that he cares deeply about, but he will let Musk enrich himself however much he wants because Musk endorsed him.

Elon was asked to head up a dept to look into government waste and inefficiency. Elon in a very short time has found a ton of government waste and inefficiency. And the response is not disgust that the government is wasting so much of our tax dollars, but “Elon is an unelected oligarch. How dare he expose waste and corruption.”
