There's a pretty popular meme that is a screenshot of Elon smoking a doobie right on air with, I believe, Rogan.
Trump wasn't happy when the show aired and even made some comment about how maybe Elon and his doobie weren't fit for government contracts.
It was during the first term, so I don't recall dates and absolute quotes- but unless there's some Mandella Effect crap going on- It most CERTAINLY did happen and everyone knows it.

Being “on drugs” would probably be the most generous interpretation of what he did. I don’t think that explains it, though.
Either way, like basically every other Trump outrage du jour, it’s all but a non-story at this point, less than a week later.
