Nope on both of those - the highest driver of cost in America, by far, is tech change (procedure, pharma, IT, device, etc, etc) and a lack of a rationing mechanism in services.
In other words, until American customers learn to accept more limited networks and rationing mechanisms and learn to settle for something less than the very best all the time, prices won’t come down. It doesn’t matter what system you have. It’s a cultural problem.
That applies, in particular, to elderly care both public and private.

Haha.

Uh Lizzie, the insurance companies would have to increase rates several times over to get the infusion of taxpayer cash Medicare and Medicaid gets from the general fund to stay solvent.
Medicaid is really affordable to the receiver... the providers out in the workforce pay through the nose for it.

Correct me if I'm wrong, but this is pretty much the definition of fascism, isn't it?
She wants the government to tell companies how to operate and how much money they're allowed to make.
Someone call ANTIFA.

Number one driver for high medical costs is demand.
Number two is technology.

In that article, she claims Massachussetts has the second lowest average ACA premiums in the country.
Well they are second alright but are second highest not lowest:
ACA Premiums by State

I'm sure it will be equally effective as that time she held the big banks accountable.

She knows how insurance works, and this is just an attempt to have the media talk about her and to appeal to the liberal idiots who think that health insurance should be free or nearly free. If she gets a chance, she will propose some bill that results in private insurance companies going broke or giving up that business if they have some other way to keep operating.
Similar to the massive changes to mortgage lending she pushed. Lots of noise, lots more paperwork, and no help to borrowers.

She really didn't need to enumerate 3 parts. There's one part that the three parts will accomplish: drive private health insurance companies out of business.

Why don’t we also force all home builders to build as affordably as Section 8 housing?

Squaw rolling in heap big dumb arse!
Cost can only be placed on consumers. Obama care places enormous cost on the final consumer and tax payers.
Medicare and Medicaid under pay health providers who then must raise prices to her “consumers” to make up the losses.
There’s no bluff to call. No profit no health care. Try forcing Burger King to sell everything 30% off perpetually, and that closed sign on the front door would be reality not bluff.
The truly amazing thing is, I think she really is stupid enough to believe the ignorance spewing from her mouth.

You got a bill from the insurance company for a procedure done by a doctor?
Who do you have insurance with?

Not sure politicians know the difference between private and public anymore.
Maybe the states where Pocohonas lives need to pass a law that dictates what she can charge for the dozen or so rental properties she owns. Maybe the state can dictate those properties need to be affordable for section 8 recipients.

How do you hold health insurance accountable? What does that even mean? Health insurance is a business industry, so of course they’re going to try and make as much money as they can. If I’m not pleased with my costs, I just choose a different provider.
To be fair, depending on where you are, you may not have anyone else to pick from.
We need to drive down health care costs and/or take the profit motive out of the health insurance industry
