Tbf. Obama did not make a grand production out of it either. It kind of just was done. How many press conferences has Trump done on the pool? He more so adopted it.

I owned a company that sprays that exact liner. It bonds like you wouldn't believe. Nothing short of outside influence will get it off concrete.
Only a fricking clown would even entertain the idea it came up naturally. Especially knowing, if under water, there's more pressure pushing down than up
