I have no experience in this area, so maybe a dumb question, but how does a substance that sprays on and dries over concrete become a “lining” that can be cut with a razor blade? Does it dry and turn into a rubber like substance?

I'm not saying they did or didn't attempt to damage the liner, but it cannot be proven by this video. People probably stick their hands in the water since it is a place that experienced many events.

My experience with spray in bed liner is that it’s pretty resilient and wouldn’t just get ripped open with a simple box cutter
