So where do they fall under the Geneva Conventions? Is there a special carve-out for observers or would they fall under the specifically denied protection categories of pirates and mercenaries?

They will say they must have been contractors through an NGO and not related to NATO.

Following Patrick Lancaster on YT the UA is looting stores, burning houses and killing civilians on the way out. He has video of a civilian massacre of dozens of bodies in a basement. They had to use gas masks to remove the bodies.
