Correct, most of the costs listed are one time expenses the first year.

What shoddy work though.... "costs of reduced collection on taxes". So I take the number of people at the IRS, taxes in total collected, come up with a per person collection, and if I cut 1000 heads the taxes paid go with it? How about I am streamlining the process so there will probably be less people slipping through the cracks?

Probably the same people who did the James Webb telescope that was 14 years late and nearly 10 times the projected costs.

Interesting "analysis"

If the premise is a workforce is twice the necessary size to accomplish a task, and half the group is placed on paid leave to test the premise, not only does that test not "cost" 1¢, it sets the table for massive recurring annual cost savings in the future.
