Yes. The children who "need" it are almost certainly already receiving SNAP benefits. This program gives the money to ANY child in a school that is considered a Community Eligibility Program school. That is a school in which 25% of students are eligible for free/reduced lunch. If true then every student in that school gets this money. It's absurd.

A quick google search pulled up 18 pages of free food pantries year round in New Orleans alone. And that's not even including the dozens of other "soup kitchens" and other hot meals outlets.

We feed your kids all school year, while you still get that check. So what did you do with the money you didn't spend? Shouldn't you have the money now?
