We don't know that. I've listened to the YouTube PhD astrophysicists say that it takes a long time and a stroke of luck for intelligent life to evolve. For example after 3 billion years of earth history with some life, some 60 plus million years ago it was the age of dinosaurs. And mammals had to scamper away from the reptiles to keep from getting squashed. And then there was an asteroid impact and the reptiles were gone. And then the next 60 plus million years went by until we separated ourselves from the primates and knew enough to be intelligent a couple of million years ago. If the asteroid would have hit then, we'd be gone. It's possible there are few places where it worked out so perfectly.
