This story raises another important issue: Dems and the media tell us illegals aren’t voting in federal elections, yet we have a sitting Democrat Senator openly calling Kilmar Garcia one of his “constituents”—thus implying someone who can vote for him.

I don't think you have to be a voter to be a constituent. You've just got to be represented by said politician. And don't forget, illegals are counted in apportionment so in that sense, they definitely are "constituents," as fricked up as the system is.
I wish congress had the balls to address some of this shite. Everything from border security to immigration (legal and illegal) to how one registers for federal elections and then votes - - - it has all been bastardized to the point it makes zero sense and dramatically favors the Left.

I stand corrected. In any case, he shouldn't be counted for apportionment. Dems probably hold 5 more seats in the House because of this.

I absolutely agree with you! I'm in favor of only citizens and *maybe* legal permanent residents being counted for representation purposes.
If I recall, Trump tried to have the 2020 census take a more specified headcount of citizens and it didn't go well. Unfortunately.
