X did not happen and Z was still given.
Both Presidents involved deny any link of X and Z.
There is also no proof that X was linked to Z at all, only feelings about hearsay.
I reject the premise of your argument, “If you dont do X then I wont give you Z”. Because it is flawed as this does not appear to have occurred.

No one can confirm a linkage to delayed aid being dependent on Biden investigations. People have pretty much said these were topics discussed, but testimony from democrat “witnesses” reported they were in reality separate, independent topics. They allege concern it is bribery. Do not conflate reality with concern based off a personal (mis)understanding.

So trump’s target didn't know he was being bribed, denies being bribed, didn't do the thing he was supposedly bribed to do and still got the money from President Trump, anyhow. That fits the definition of a bribe to you?
