What does it mean for a “landlord to make someone’s home unlivable”?
Are landlords actively doing this? Ruining their building to help them evict tenants?
I guess what he means is charging to much for rent.

Yes. It goes on all the time. New York has a lot of buildings with rent control. Landlords try and force those people out so they can raise the rent or make it easier to sell the building. Common tactics they tend to employ are to refuse to fix anything making the situation as unlivable as possible, put the building through endless renovations designed to drive the tenants crazy, and refusing to cash rent checks so they can file for non-payment evictions.
