I would not count on it. 5 years though, maybe. The grid is 1950's at the best. It's going to take many years to get the grid to something reliable if we started tomorrow morning.

It'll take decades. Look at Puerto Rico that has Quanta basically running their grid now and it's still a shite show 6 years later. Getting better but slowly. Neglecting power infrastructure is a bad idea because it takes forever to upgrade. Especially when you're on an island that relies predominantly on a singular fuel source.

They got almost all of their oil from Venezuela far below market costs, or free.

We control Venezuelan oil now, and are not selling it at cut rate costs to Cuba. That's good for the Venezuelan people. Cuba can't afford to buy it at anywhere near market price. That's their problem.
