Societal turning points don't have to be legally driven, they can be culturally driven.

Even if every doctor stopped performing surgical alterations or prescribing hormones, puberty blockers etc...their are still going to be folks that suffer from the mental illness and there are still going to be kids like Bella Ramsey who fall into the "trans" category of gender non conforming but dont really suffer from dysphoria. Perhaps that fad will fade.
