Because there’s a difference. A military operation/strike is brief and usually one sided and short lived. War is direct intensive engagement between both parties over a long period of time.

The Senate has not issued a Declaration of War since 1942. This is all just playing politics.

What is the threshold of military action and number of days of that action for it to be called war?

If you’re using conventional military forces to target military and political targets with deadly force, it’s a war. It might be a small war, a short war, an undeclared war, but it’s still a war.

There is no threshold. The definition is armed conflict between to nations or parties. It’s very simple.

Congress has been impotent since it passed the War Powers Act in the 70s. If it wanted to not be impotent it would pass a tougher War Powers Act which does not give POTUS the ability to wage war for 60 days without Congressional authorization.

We are at war.
But no one has violated the War Power Act. Trump has officially notified Congress. That's all that is Constitutionally required at this point. From that point the POTUS has 90 days to get in and out of whatever the conflict is before Congress is needed to declare war.
Why people don't know this is what baffles me.
