Let's dive into this. Yes, it would absolutely hurt the rest of the country because it would take years to build up infrastructure on the east coast, Gulf of America and on the northwest coast to make up for the loss, but the ports become useless to CA if they cant ship out of the state.
The military accounts for 5% of the states economy and real estate is 18% of the GDP. Who's going to move to the country of CA when they are cut off from all things U.S.?

It would also be quite a messy divorce, both internally in Cali and with the US. Number 1, most of those red counties would just go the "State of Jefferson" route, leaving a very thin California. I'm also quite sure the US would demand some coastline for the Navy.

You forgot Orange County. There are plenty of conservatives in that area. as well as the areas I like Calabash and Pasadena and Santa Monica / Culver City.. If you ever got off your fishing boat and traveled beyond the dock you would know. However California conservatives are not reactionary conservatives like yourself. For starters, unlike you they are not..............STUPID!

It might drop by more than that without the full faith and backing of the USA, ya think? They can't build a train, they can't clean up or rebuild the Palisades, they can't manage water (doesn't some of their flow come from other states?) They can't/won't do shite.

Because it's California. A lot of states would welcome crackdowns as managing immigration is a federal issue and in a lot of very important ways, States' hands are tied.

Yes, and the specific admin policies on those laws can lead to reactions by state and local governments, scholar.
The example in OP is an example of such a reaction. There is no law mandating localities or state prison systems help the feds. That's why these relationships are contractual and not statutory. There is nothing illegal or improper with a state/locality making a contractual decision within their rights to show approval (or disapproval) of fed policy.
As I said earlier, there may be a larger plan because the feds may not be able to execute this policy without the help of these state/local facilities.
