He needs to discuss this with Dr. Fauci. He said masks were ineffective and might make things worse (unintended consequences or some shite).

Just setting up mask mandates as a permanent fixture of American life. I long for the days when I would see an Asian wearing a mask in an airport and thinking how odd it was to see someone wearing a mask in public. Those days weren't that long ago.

He means the vaccines haven't finished being tested so we're not sure they work (i.e. he's more confident in the efficacy of masks than vaccine at this particular moment).
