Hate to say it, but I think the green is a neon green poster being held by the protestor right behind her. It's got writing on it if you pause the video while it's visible. Go to about 1:18 in the video and pause it

You can actually see her in the overhead shot later when they do a side by side while she is reporting
if you watch her shoulders as people pass behind her, it definitely looks like green screen effect that you see when a digital ad is crossed by a soccer player or a race car or baseball batter. or when fb players are standing over the digital field graphics.
