Flight Radar 24 shows that plane flying from Provo to Page, AZ. Landing in Page, then back to Provo 45 minutes later. They show the full track. This is a nothing burger. Someone wanted to see the Grand Canyon.

The airplane is owned by a guy named Derek Maxfield who is a LDS entrepreneur in Utah County- a guy who on his LinkedIn proclaims he is a Christ follower and LDS

Not really- it would be very conspicuous to see a Challenger 300 at an abandoned desert airfield. There is a ton of general aviation air traffic all along the I-15 corridor and even into the desert areas you reference.

Ok first of all it’s not illegal to quit transponding adsb. If you cancel a filed flight plan is one reason you may stop squeaking.
Secondly, turning off your squawk doesn’t make you invisible to radar, it makes it so FlightAware and other tracking sites that use ADSb as the means to track your flight can’t.
Add to that the take off was an hour later this is likely a huge nothing burger.
