Do you understand what the term "increase" means? Here is where Biden increased (not issued) tariffs on China in May of last year. LINK
He then issued the tariffs you mentioned on those other countries because the moron Biden had reduced tariffs to those countries in 2022. Congress then voted to repeal that tariff reduction in 2023, but Biden is as stupid as you are so he vetoed their repeal. LINK
The fact that he then had to go back and REISSUE those tariffs is an admission of failure on his part, and here you are trying to pretend it was something else.

It’s always been the worst part of Trump.
It makes no sense economically and if he wants any power during his last two years, he can’t have a struggling economy. But he will get it with tariffs

Simple example,
In 1990 I took a trip to Montreal. I brought a carton of cigarettes. The price per pack in Montreal was twice what it was in the US. Why, because cigarettes had a tariff placed on them by Canada. The same for US bourbon and beer.
On the opposite note, there was no tariff on Canadian beer and whiskey if you bought it in the US.
So the US distillers and cigarettes makers were getting screwed as their products were more expensive in Canada, but Canadian products were cheaper or of equal market rate in the US.
All that Canada has to do is come to the negotiation table and agree to something remotely fair.
On a side note, I sold half the carton across the border and made all my money back.

That's nice, but the reality is that tariffs existed on solar panels throughout this time period and absolutely did affect solar panel production. At no point during the period of time you're discussing was there a lack of tariffs on solar.
