They’ll consider taxing daily steps next. And maybe calculate breaths per minute and they can figure a way to tax the air they breathe.

It should only apply to EVs and it shouldn't be anywhere near that high.
It would probably make sense for EV owners to just be charged a one time annual fee that is about equivalent to the excise taxes that they would have otherwise incurred using a fuel efficient sedan.
Taxing by actual mileage is an invasion of privacy. I would not be shocked at all to learn that this push comes from car insurance lobbyists to track actual miles driven to hike rates since they sort of go on the honor system as it stands.

It is still being studied as a pilot program.
Some people have already been volunteering to pay it. When they report their mileage, they get a tax credit for the gas tax that they pay at the pump.
The legislation in the OP only extends the deadline for the report on the pilot program from January 2027 to 2035.
