I'll 100% guarantee if society takes some damn pride in itself, quits looking to blame someone else, and becomes a mass of loyal and respectable citizens, the crime will stop, and they'll happily turn prisons into flea markets.

Second question, what should we do with people convicted of murder or rape? Forget the other crimes for a minute because I would probably agree with you on more petty crimes.

well Alabama has the most overcrowded prisons in USA and if they dont build them they will have to release criminals like California had to do.

Fine. Alabama should cancel the contracts and not build those prisons because he said so. They should then...
1. Put all released due to overcrowding on a bus and send them to mid-size towns near major metropolitan areas in CA.
2. Anytime one of those releases occur give their victims or the victim's families that covid money.

This is the best thing MeeMaw has done. The federal government was threatening to take over Alabama's prison system, so MeeMaw decided to use the federal government's money to improve them.
ETA: What they really wanted was for us to become lawless like Cali. Not gonna happen.

War on Drugs is an embarrassment, but to also be fair a lot of countries just kill their potential prisoners.
