I think the issue will be that if they used the Federal Incident Command system to plan this event, much of those documents were likely shared with the locals and state so everyone is on the same page. Specific orders, what teams are doing what and where, chain of command, use of force protocols, communication channels for each entity, etc.
They might not be able to put the genie back in the bottle on this one with their normal tactics of hiding documents behind privilege and confidentiality since those documents are likely already too widely dispersed.

Could be. Or could just be a CYA. Blame everyone else for their own incompetence. If they're stupid enough to let the shooter walk around with a rifle for an hour and climb on the roof, they're stupid enough to botch the coverup.
I don't think the shooter was working for anyone because he doesn't seem reliable enough. More likely whoever was in charge of security intentionally left holes and got (mostly) lucky.
