should have to show on a case by case basis that they didnt pass the tariff on to the consumer via higher prices

If the act was illegal, then it was illegal.
Do you think it's proper to permit the government to keep engaging in illegality and the sanction/legitimize past illegal behavior?
Did you feel the same way with the Biden vax mandate or student loan forgiveness policies? Did you want the USSC to permit those policies to remain in effect pending the administration trying another statutory avenue? I seriously doubt that.

As of last week, over 56,000 companies had filed claims for refunds, totalling over $127 Billion. Not sure what you consider "very few", though.

And there it is...this board still clinging to the idea that an importer isnt entitled to a refund if they passed their cost on to the consumer.
Some geniuses here even claimed an importer could not legally seek a refund if it recovered its costs elsewhere.
The question of reimbursing end users will be resolved case by case, if at all.
For some big ticket end users it will be easy...the invoice probably included the tariff charge, and you just seek reimbursement from the importer.
For every day consumers where the tarrifs were hidden in the price of the goods, its a little trickier. There is no itemized invoice, but the price went up due to tarrifs. Big retailers would be wise to have a sale, or offer store credit to consumers who purchased items while the tariffs were in effect.

Because the other statues required a lot of actual work and also had limitations on tariff amounts and their durations.
They would not allow Trump to have a bad front nine and change tariff rates indiscriminately and arbitrarily.

After the waves of "unjust enrichment" class action suits those corporate filings will generate, companies will be lucky to break even. They'll piss off their customers in the process. Their legal teams will be fat and happy though.

Three SCOTUS justices did not think it idiocy.
And the majority opinion is weak.
Gorsuch's concurrence was the best opinion and even it conceded the dissent had a good argument.
