Easy solution...Cops need to stop arresting people in these areas.

Crime stats go down (on paper anyway) and cops don't get harassed.

More specifically, the voice they have is that of their elected officials. So yeah. They already have a voice.

This goes back to the 1970s. Along with other cliches like 'Black Preachers will march for peace in the community to stop the violence.'
It's an annual event in Shreveport. After a century or two they might try something different.

Then they will never find wrongdoing. Black officers are about all BPD has form the top down.
