I've been to Georgetown Guyana for work.
It's a little bit of Africa in South America. Total shithole. I doubt Biden knows that, but there it is.

Guyana vs Ghana? Ghana has sizable minorities from South Asia and the Middle East. By his appearance, the guy could certainly be from either Ghana or Guyana (which is also a melting pot).
My guess is that Joe mis-heard him. Or maybe Joe thinks Guyana is in Africa.
