I wouldn't be surprised if Musk secretly wants this to happen. Heck it might even be coordinated with the WH and Musk. I don't think he wants to buy Twitter at 55 dollars a share and put all his fortune at risk for a site whose revenues can go "poof" if someone thinks up a better twitter.
