I don’t like Biden, but it sounds like he said “I was talkin’ to your wife.” The apology and the chuckle are connected to Biden asking whoever this guy is to “extend his service” (whatever it is that this guy does).
Biden says:
“I realize…I was talkin’ to your wife. I personally asked you to extend your service. Forgive me.”
I take it as though Biden was jokingly asking for forgiveness for asking this guy to continue serving in whatever role he serves in.

It's not clear.
I can listen to it several times and sometimes I hear talking and other times I hear fricking. I initially heard "fricking" until one of the posters here said he was saying "talking".
The situation is analogous to this visual...do you see a young beautiful girl or an elderly woman?

It’s not even close to fake. He says it at the 12:19 mark in his NATO speech. Now that’s not what he said, but it definitely sounds like it. And I’m basing this off of his speech on the CNN YouTube page, so it’s not doctored.

True, most of his words are mumbled, slurred or garbled. I guess I just mean that when I listened to it for the first time it definitely sounded like “talking” to me and “talking” fit with what it seemed like he was trying to say.

This is like one of those pictures where there people see two different things.
You can actually say in your mind “this time I’m going to hear talking” and actually hear it. The next time you can say this time I’m going to hear f__king” and hear it as plain as day too.
In total it’s only the 1,000th time he has screwed up a teleprompter speech and he is actually staring right at it.
