I just got back from vacation in Germany. I noticed in the less urban areas the German service workers were flat out ignoring the Muslim and Indian tourists. They made a point to make them feel uncomfortable.

Discomfort/"light" hostility is the most civil way to do what needs to be done. Of course, even that would be avoidable if leaders acted in the interest of their respective peoples.
