Was the mother blocking traffic?
I remember John Wiley Price and his protesters blocking traffic on Northwest Highway in Dallas for months at a time, back in the early 1990s.
The entire city wanted him to be arrested.

that cop told the dude he was blocking traffic. The cops had cars and bikes parked on the road.

Not sure but she was given the opportunity to move to the sidewalk or be arrested. She then clearly indicated that she wanted to be arrested by turning around and putting her hands behind her back.
