New Orleans through their governing body were incompetent and unbelievably stupid

I mean, yes I can certainly see that possibility existing. But I can also imagine that it’s been determined via other court cases and protocols that the city doesn’t have a duty to protect to that level. I’d be much more easily swayed had they not put up a deterrent at all, but they did, albeit an ineffective one.
Surely there are some lawyers on here that can offer some expertise or do you snakes only post when you can bill? (I keed, I keed)

The city is broke, They could win judgements worth millions and they will never collect from the city. if you won a judgement against the city today for $500, you would be lucky to collect in 15-20 years.

New Orleans has a foolproof method of handling lawsuits against them. They don't pay judgments or settlements. You can get a piece of paper saying that you have a judgment against the city, and you will have to get it renewed before it expires in 10 years because it will remain unpaid.

In this case they would have been used at the sidewalks only. The cop cars blocked the road.
There are gate style version to allow access to first responders.
That company name I provided is a great resource to learn more. I do not work for them but I have considered it.

This. Honestly it’s crazy he didn’t kill more people. Going to the Sugar Bowl, I saw several instances where 100+ were clustered together right up against and active street. Preventing someone from killing people with a vehicle is damn near impossible.
Supposedly the intelligence community is on the look out for people like this guy. The question is did they miss him bc they were more focused on old ladies saying prayers on the sidewalk of abortion clinics?

Feels like Helena Moreno will be the next mayor. Her policies probably won’t be much different but she at least presents herself well and appears to be a fairly intelligent person.

As far as I know, there has never been barriers that blocked the sidewalk. So it's not like the failed to do something that is usually done.
I think to claim negligence they would need to prove that the city was aware that the attack was planned and that they didn't do anything about it. Negligence would be playing the sugar bowl that night without sweeping and a bomb goes off near by.

She will look good & sound good but the policies will be the same. Remember, she used to be a TV anchor at WDSU in New Orleans in the early 2000's. She was also born in Mexico and worked for Hillary Clinton for a short time after graduating from SMU. She will be a better looking Mayor & the Leftist Media will fawn over her as she attempts to use her position as a springboard to national office but the corrupt policies will be the same. Short version-she is extremely dangerous.

I would look to the RFP process that led to the purchase to evaluate if not using them was negligence. If the RFP stated that they were being purchased to set up around the dome for the Superbowl, or to be used at specific locations during Mardi Gras, then not using them on new years on Bourbon might not be negligence

When Latoya talked about Mardi Gras beads jamming up the tracks of the retractable metal bollards in her press conference on 1/1/25, she was referring to the bollards that were put in place in Nola in 2017 after the Bastille Day terrorist attack in France in 2016. Then in 2019 Nola failed a risk assessment of the bollards by an outside security risk mgmt firm.
