There aren't going to be any tariffs is Mexico actually does what it should be doing and stopping the migration rather than monitors it to frick is even worse.
The threat of the economic sanctions just have to outweigh the positives they get.

Cali also grows a lot of avocados and can grow more once Trump gets them more water as he promised. We can cut back our dependency on avocados from Mexico.

Cut off CA's water. That state doesn't have the climate for that much agriculture. Send the avocado farms back to Mexico. Let the incentives pull people back to Mexico. Also, that water is needed to keep CA from burning down each year. Avocados would be a lot cheaper this way.

The black market for drugs is roughly 100 billion. There is no stopping it, because criminals are smarter than voters and politicians.
When fentanyl stops being a thing, something more dangerous comes along. The market is too lucrative.
