The South/central part of the state drags the stats down. There's a lot of nice places in Bama and even some good (public) schools.
But yeah, the "black belt" is in rough shape and always has been. It's rural, it's poor, and there's nothing there to do. Therefore, no one from there aspires for much.

These rankings are so weird. Rhode Island #1 for "natural environment?" What does that even mean?
California is #4 in economy but #42 in fiscal stability. I find it odd to not only separate those, but to weight one much more heavily than the other.

There are a few pockets of Alabama that are legitimately pleasant places to live. For the most part that is the case for any southern state that lacks a major sprawling metro area with endless suburbs.
As for school rankings, Alabama has plenty of decent schools, they're just in the minority. Also, I bet there are a TON of schools ranked ahead of the two mentioned that you wouldn't want to send your kids to. IMO you want a school where the standard is kids going to large/good/significant universities. The other metrics don't are all pretty irrelevant if that is the case.

If it weren't for the Black Belt counties, Alabama would probably be Top 15. It those counties that have third world metrics that drive the state down.
