For comparison, LSU’s campus is around 25,000-30,000 tons of cooling at peak load in July/august. The water usage is likely evaporative cooling from the cooling towers used by the water cooled chillers needed for HVAC.

Not doing a closed loop at 40,000 tons…..
An Air-cooled chiller is 450t each on a larger unit. A water cooled chiller can go much higher and are way more efficient. Better then 1/2 the kW/T of electricity needed.
To do a 40,000+ ton system you are doing water cooled chillers with cooling towers, with their evaporative cooling for the heat rejection to the outside.
Towers are normally 3.0 gpm a ton (but can be sized for 2.0 or 2.5 gpm ton) and between drift and evaporation about 30% of the water for the condenser water system is lost at full load.

I bet all of the residents in cahoots still use their iphones, apps, Netflix, chat gpt, Google, Facebook, all, apple music, Amazon prime, etc every single day though. The resources used to grow that animal feed or fuel corn could have been used for human consumption or other foods. He's not wrong at all.
