They still have to refill every year. As far as tax base goes...they promise more than they deliver just like politicians and if they sell out before the tax abatement agreement, the taxpayers are on the hook. Ask the people who've been living next to them for awhile. It's just like the casinos that were supposed to contribute to school funding and other programs who didn't deliver.

The building cooling water is constantly monitored for things like Ph, Conductivity, CL, etc., a lot of things. As the water gets out of spec for circulation through equipment and loss of efficiency, the cooling towers and basins go through a Blowdown cycle. Fresh water is added and proper dosing occurs until the water is within specification. In addition, water is constantly evaporating into atmosphere at the cooling towers. It's part of the heat exchange process, and near refill water is constantly added to keep the cooling system operating. These are the water vapor clouds you can see in the mornings from cooling towers. Water is leaving the system.
The above is for cooling the air in the building.
Secondly is another and separate cooling water system to cool the actual equipment inside the building. This is dedicated just to the equipment and exclusive of the building system. We're talking about some big arse pipes now, and a lot of them. Some of the larger microchip plants I've done design work in might have a couple of 48" supply and return loops. 4-48" pipes push water at about 6ft./sec. And that stuff is HEAVY. the structure and pipe supports to hold these pipes, withstand the associated earthquake zones and forces of moving the mass are substantial! So you can imagine the extra structure required, and space.
Edit... to give some perspective, and I'm trying to recall from more than a decade ago, but one of Intels Fabs at their Ocotillo AZ. sight used enough cooling capability 24/7/365 to cool about 7 Superdomes at full people capacity. Intel now has seven Fabs at that one site.

Here is how I see it. I've watched people complain for years about no opportunities in this state and people leaving, but whenever something gets suggested, people bitch and complain. Doesn't even have to be data centers, you guys would cry over a bucees.
I'm at the point where I don't give a frick about your crying anymore. If not here they would just go somewhere else. You aren't stopping data centers. This is no different than rejecting Amazon and thinking you did something. They will just go somewhere else.
