Either,
He is just that stupid and doesn't understand and we really have walking, talking rocks running the country.

Actually, about half the population does have a price that low.
The thing is, while you may indeed be able to give everyone $7500 if Musk's money was split evenly, that sure as hell wouldn't be Shumer's intent. Even if it was, it would be a terrible idea lol.
