Some of these people have 9 figure wealth. Most all have 8 figures in Malibu and adjacent areas. They will rebuild with cash and self insure
But the city and coastal commision wont give them building permits

Would be interesting to hear from the property owners to hear their stories - is it insurance, the city/state, construction schedules/availability, or just hesitant to build or just in no hurry...

I'd be interested in seeing California's homeowner's insurance rates (in proportion to property values) compared to Louisiana's. Louisiana has been absolutely raped following Ida. The insurance industry acts as though we're hit by category 5 hurricanes every year. They have earthquakes, yearly fires, the possibility of tsunamis, and riots.

They're worse than Louisiana's, but for the same reason: government intervention forcing insurance companies out over the unreasonable amount of risk they must take on.

I don't think there are many high populated areas directly on the coast anywhere in the country where you would be able to just immediately start rebuilding.
Not all of those people don't care about insurance. While there are some who don't if they had it I am sure they are waiting for some type of payout considering how considerable it maybe.

In fact, California is threatening to fine people for not having already started rebuilding after California held up those efforts so they could perform environmental reviews.

The OP brought up who California votes for. That's political.
But since we're here, I mentioned it being an extremely progressive area because it's the government they voted for that has them in bureaucratic red tape hell. It's no different than a rural, deep red area having poorly built homes because there's no local code to hold contractor's responsible.
That said, there's only so many negative outcomes you can give of deep red local government examples as opposed to deep blue, big government shitholes. As far as federal policy goes, none are small government and far right enough for people like me, which obviously means that democrat policy at the federal level circa 2025 is a direct affront to my worldview and way of life.
